The Utah Department of Workforce Services is responsible for implementing compensation from the Utah Food Stamp.

The system helps households bring safe, nutritious food to the table by supplying them with it. The food stamp program is available to low-income families that follow the eligibility requirements for federal taxes.

If you are eligible for food assistance in Utah, your benefits will be automatically deposited on an EBT (Electronic Benefits Transfer) card.

The Utah EBT Card is identical to a regular ATM or debit card, also known as the Horizon Card. Each month, food stamp benefits will be deposited on your EBT Card the same day.

Utah EBT Card benefits can be available on your EBT Card account by 5 AM the morning after they are released.

Benefits can be used to make approved purchases of food at qualifying retail locations. Most grocery stores in Utah accept Horizon cards as payment.

The Food Stamp Program serves as Utah Residents’ first line of defense against hunger. It allows low-income families to buy coupon nutritious foods and Electronic Benefits Transfer (EBT) cards.

In approved retail food stores, food stamp recipients spend their rewards on purchasing eligible foods. The plan is the core of services for food aid and offers essential resources to poor households and to those making the transition from welfare to work.

What’s the Utah Horizon Card?

  • The Utah Horizon Card is Utah’s EBT card.
  • EBT = electronic benefits transfer.
  • EBT card = a card that looks and works like a debit or credit card but is loaded with food stamps and/or cash benefits. You can use it at stores that accept EBT.
  • You’ll get the Utah Horizon Card once you’re approved for benefits.

Eligibility Criteria

To apply for this incentive plan, you must be a resident of the State of Utah and fall into one of two groups:

(1) those with a current bank balance (savings and checks combined) of less than $2,001, or

(2) those with a current bank balance (savings and checks combined) of less than $3,001 who share their household with an individual or persons 60 years of age or older, or with an individual with a disability (a-c)

To qualify, you must have an annual household income that is less than or equal to the following sums (before taxes):

Once your benefits are deposited into your account, you can begin using them with your Utah EBT card to purchase eligible food items.

Stores That Take EBT Online for Delivery

As you may know, the United States Department of Agriculture (USDA) has started a pilot program (Online Purchasing Pilot) to allow select grocery stores to start accepting EBT cards online for grocery shopping, including delivery to your doorstep.

You cannot use your Utah EBT Card at the following locations:

Foods and Products Not Eligible for Purchase with the Utah EBT Card

  • Hot foods from deli/foods to be eaten in store
  • Vitamins or medication

How to Check your Utah EBT Card Balance

There are three options for checking your Utah QUEST Card balance. Here they are:

Option 1 – Locate Your Last Purchase Receipt

One of the easiest ways to check the balance of your Utah EBT card is to find the most recent purchase receipt or ATM receipt (only for TANF receivers).

You’ll find the current balance at the bottom of the receipt on your account. Be sure to save all of your recent Horizon Card receipts to test your balance using this form.

Option 2 – Check Your Utah Horizon Card Balance Via Phone

Another choice is to check your card balance by calling telephone number 1-800-997-4444 to Utah EBT Card Customer Service.

Representatives are available 24 hours a day, 7 days a week to help you get your Horizon Card balance back in.

Option 3 – Check Your Utah EBT Card Balance Online

The last way to test your balance on your Utah EBT card is online. Using the Utah ConnectEBT website to find out what your EBT Card balance is online.

Enter your User ID and Password once you’re in. To check your EBT balance you need to log in to your account.
